Steps to reproduce:

1. Login under account who has:

2. People Attributes - ON

3. People Attributes > API - OFF

4. People Attributes > CSV - ON

5. Open People Attributes page

6. Try to create new attribute

*ACTUAL RESULT:* If public API is disabled for the company, the whole People Attributes feature becomes broken. user don't see attributes, and can't create anything
