ENG-8347 - Listing People Attributes Field and Data by User via API

As a user, I want to use the API to list all people attributes — default and

custom — associated with a user, so that I can easily see via my API interface

all fields and data for a specific user.

An API user can request a specific user for the company and be returned a list

of all fields — custom and default — associated with that user, along with the

values for those fields.
