February overview

General Government

+ 3% COL increase for employees

+ Will have to raise sewer rates

+ Nothing with code enforcement

+ PPG for heat is $3 per gallon

+ Insurance/Bonds/Workers Comp increase, Maine Municipal said Comp bumped rates up

+ Had one claim

+ Hancock Count Planning Commission has new org, worth updating our membership

+ New Gov. Accounting rules, need to bump up audits by $500

+ Reduced mileage due ot Covid, but keep it

Pubilc Saftey

+ No fire department budget yet

+ TS operations up ~2K mostly demo increases due to building

- Increased revenue as well

- Generally offsets increases well

+ Hope for 2021 is the Fiberight re-opens and our costs go down

+ Not sure how that contract will play out

+ 55 tons of recycling usually goes out, budgeted at $70/ton

+ Harbor Master boat winterization, used to do our own work, now done by contractor ^$400

+ Law Enforcement amount down a lot, never get $26k worth of bills, usually around $15

+ Budget is realistic rather than optimistic

+ MMA will reimburse us up to $13.4 per year, but never able to get there

+ Ended up with a $1500 credit in streetlight account

+ Electric bill is ~$100 per month for lights

Public works

+ Henry is already very much like a salaried position

- Managed weekend work by informally allowing him to take time off already

- Makes sense to go to salaried position

- If he got a 3% raise this year, put him at $23.20/hr

- Cleaning help is $20/hr

- $26.44/hr at $55k salary

+ Well maintenance plan is in place to try to move that back to property owners

- 3 homes on well, $200 per home for leasing land to Ingrid Scott

- $1150 per home paid by town for well maintenance

- State standards for saline in water is fairly high

- Need to test private home wells again

+ Road maintenance has gone down a lot, used to be done by town crews

- Crack sealing and $19k of road work done out of this line because we were over budgeted

- Continue to do crack sealing out of that account, but slowly work it down over next few years

- Same is true with plow trucks
