ENG-9615 - Rollout script for [[id:ca1d297e-764f-4c7d-90c7-93f448fee10b][People Attributes]]

Description

We need to create a one-time rollout script based on the following criteria:

- ALL CUSTOMERS will have the `People Attributes` feature turned on for them.

- All customers EXCEPT FOR THOSE USING AN HRIS INTEGRATION will have the `People Attributes > CSV` feature turned on for them.

- ALL CUSTOMERS will have the `People Attributes > API` feature turned on for them.

- HRIS CUSTOMERS will have the `People Attributes > HRIS` feature turned on for them.

- The `People Attributes` feature will be turned on for all new companies upon account creation.

- The `People Attributes > CSV` feature will be turned on upon account creation for all companies except those using an HRIS integration.

- All companies will have the `People Attributes > API` feature turned on for them upon account creation.

- HRIS customers will have the `People Attributes > HRIS` feature turned on for them upon account creation.
