Add signed-query configuration back-end to App Library for non-IDP LearnUpon users
Description
We've launched an IdP-based SSO configuration for any partner app which supports
an IdP. Now it's time to help customer who don't use an IdP connect with LearnUpon.
LearnUpon uses something they call "SQSSO" which is short for Signed-Query SSO
and allows for sending a payload via an encrypted token. If this sounds like
JWT, you're not wrong. It's effectively a slightly different JWT.
The outcome here is to allow 15Five users to single-sign on to LearnUpon when
they do not use an IdP. This should be accomplished by providing SQSSO as a
configuration backend for partner apps.
*Acceptance Criteria*
1. `Signed-Query SSO Configuration` appears as a configuration option for
Partner App Configs in Django Admin
2. A Partner App with the new SQSSO configuration displays a form capturing the
SQSSO token on Partner App detail page

Description
We need to track a few key parts of the partner app experience:
+ When a company admin enables a partner app configuration
+ When a company admin disables a partner app configuration
+ When a user performs an SSO authentication via a partner app
*Acceptance Criteria*
1. Info log appears whenever a company enables a partner app tracking Company ID and Partner App ID
2. Info log appears whenever a company disables a partner app tracking Company ID and Partner App ID
3. Info logs appear anytime a user uses an SSO redirect and tracks the user ID and Partner App ID

After being really sick last Thursday and Friday, I felt a little better on
Saturday and then more or less fine on Sunday and Monday. But I may have
pushed too hard too quickly, as I'm feeling a little behind today. I've got
the edges of a headache and my throat feels like it's on the edge of being
sore again ☹
