Castine Select Board work session 2023-01-09

Agenda

Fire Station

Infrastructure Priority List

1. West Court Street

2. Town Dock

+ 1.6ft sea level rise over the next 25 years

+ Sheet piling is 25 years old and will need to be replaced

+ Reinforcement plan may give us another 15 years of life

+ $350k to get us another 15 years

+ Complete replacement will be on the order of $1.5-2 million

+ Sea Street pump station has messed up again as of December

+ Everything in town flows to Sea Street and then pumps up to Wastewater

+ Mop heads and t-shirts got flushed, which triggered the alarm

+ Also had 3-phase power problems

+ But that pump is aging, though it has been refurbished

+ Do we need to bump the town dock into the #1 category?

+ We can re-pave Court Street, but doesn't fix parking or provide chargers for electric vehicles

+ Could look at Federal funding

+ Need to make sure community is 100% behind a project getting federal dollars

+ Could be very competitive for federal dollars

+ MMA wants to tie the new Ship's water and sewer into the town

+ No funding for Phase 2 or Phase 3 of MMA's waterfront

+ Not sure our timelines will match

+ May be to our advantage to work with Federal and MMA

+ Should we be looking for a grant writer?

+ Shawn suggests spinning off code enforcement, incorporate LPI into a new role

Scott Vogell Request Regarding Zoning Concerns

+ Bah's Bakehouse building

+ Lawful non-conforming property

+ Unknown whether the building is lawful or not

+ Survey done in 2006

+ Lot coverage is somewhere in 69-70%, paving makes up a lot of that

+ Setbacks have to be 10ft or no less than abutting with least setback

+ Everyone of those is then lawful non-conforming lot

+ Demolition by ZO (internal) does not require a permit

+ Demo of a structure, does require a permit

Other

+ None
