ENG-11118 - Accounts with Zuora billing procssor have option to upgrade

PRECONDITIONS:

Company billing processor is Zuora

Company is on Monthly Basic subscription

STEPS TO REPRODUCE:

Go to Settings/Company/Billing

ACTUAL RESULT: Admin has access to the Upgrade plan and Change renewal period (what is basically the same). Those options are accessible until the company is on Annual Plus

EXPECTED RESULT: Need to be confirmed - Admin has no access to the Upgrade plan and Change renewal period features if billing processor is Zoura for their account
