ENG-11109 - Investigate Rippling API Change Requests

Description

We have three requests from Rippling, one of our HRIS partners, who is leveraging our Public API to deepen their bi-directional integration with us (they've built the entire thing with minimal support from us).

Their three requests have been noted [[https://docs.google.com/document/d/1sJ_6LXCZ99BPHgXIIIxBUc9TOugoN4EnjfgyJtvKjpQ/edit][here]], and are in priority order for them.

The purpose of this ticket is to investigate the feasibility of these requests relative to our current Public API setup and then estimate how long it would take to fulfill each one.
