** Issue
The employee should be syncing via BambooHR as their emails are the same. I have removed the associated employee id and SCIM id to see if it would sync, but now with each sync they are being deactivated and then they get this error:

'User create failed - Shaun Donnelly <shaun@directly.com> — duplicate key value violates unique constraint `ff_user_username_key` DETAIL: Key (usuername)=(shaun@directly.com/47076) already exists'

** Steps to reproduce:
1. Log in and run a manual sync
2. See that Shaun is on the list to be synced
3. Confirm sync
4. See error above that results
5. Confirm that employee was deactivated
** Expected Result:
The employee should sync as they have the same email address in BambooHR.
Severity note

The customer is wanting to run a review cycle, so having this employee deactivated every day would effect that. I am putting this as high, as otherwise, this employee will not be able to complete their review as deactivating them will remove them and their submitted reviews from the cycle.

  Looking in the production database, the user in question for Directly has two users, one at ID 2,115,918 with email shaun+invited@ and the second at ID 1,367,743 with email shaun@
