ENG-11554 - CSV upload trying to create new groups with add_to_groups

Customer: Databricks (19709)

User: Erin Rullhausen (1265422)

Issue:

Upon using CSV file to add members to groups, duplicate group errors were shown in 15Five (see attached screenshot and file)

Only data on the file was email and add_to_group columns

Attempted to add users to multiple groups as well as a single group with the same effect

Expected behavior:

Users would be added to new groups (which were already created in 15Five)

Steps to replicate:

1. login as Erin Rullhausen at Databricks

2. manage people >import

3. Attempt to upload group file for marketing

4. obverse oddities

NOTE: I manually added everyone to each "Teams" group type group already, I have not tried to clean up the Marketing group - please feel free to run the "Departments~Marketing" group upload as a test
