Description
Move the refresh_product_dish_types job to be scheduled via Celery Beat. Use a
DC to when we want to enable this job to be schedule via Celery Beat vs the
current nightly ECS job.
When scheduling base it on the the avg runtime from the ECS job seen in the DD
logs here
